During the reign of Emperor Sujin, the 10th emperor, a plague spread across the country. When the emperor was deeply concerned, a divine messenger appeared to him in a dream, instructing him to use eight red shields and eight red spears to enshrine the deity of Sumi-saka, and eight black shields and eight black spears to enshrine the deity of Osaka. Following these instructions, the emperor established Sumi-saka Shrine and made offerings to the deities. As a result, the plague subsided, and peace was restored, according to the Nihon Shoki.
